Bitcoin reclaims $84,500 as OCC finalizes GENIUS Act stablecoin rules

Bitcoin has reclaimed $84,500 as the Office of the Comptroller of the Currency has finalized its GENIUS Act stablecoin rules, while traders have added leveraged positions during the recovery.

    Summary

    • Stablecoin regulations take effect Jan. 18, 2027, with existing rewards programs receiving no automatic exemption.
    • Open interest rose 5.5% in Ted Pillows’ snapshot, outpacing Bitcoin’s accompanying 2.78% price gain.
    • Daily RSI reached 58.26, while Ali Charts identified $86,500 as Bitcoin’s immediate upside target.
    • Estimated liquidation concentrations sit near $85,300–$85,500 above price and $83,600–$83,800 below.

TradingView’s Binance BTC/USDT daily chart recorded Bitcoin at $84,539.61 at 8:25 p.m. UTC on Oct. 21, with the session still open. The chart showed an intraday high of $84,898 and a low of $82,635.32, placing the latest price above its 20-day moving average.

The recovery followed Bitcoin’s retreat toward $81,200 a day earlier. As crypto.news previously reported, Bitcoin lost $82,000 support on Oct. 20 after attempts to hold that level failed, with BTC at $81,730.70 at the time.

GENIUS Act rules retain limits on stablecoin rewards

The OCC announced its final rule on Oct. 21, establishing requirements for payment stablecoin issuers under its jurisdiction, certain foreign issuers and custody activities at OCC-supervised institutions. The agency set Jan. 18, 2027, as the effective date.

Comptroller Jonathan Gould described the framework as providing strong standards for “reserve backing, redemption, and risk management.” The GENIUS Act implementation rules cover reserves, redemptions, capital, supervision, and other obligations, while anti-money laundering and sanctions requirements remain part of a separate rulemaking process.

On rewards, the final text removes a proposed presumption that certain arrangements involving third parties would breach the law. However, the OCC retains the prohibition on issuer payments of interest or yield solely for holding, using, or retaining a payment stablecoin.

The regulator’s discussion explains that an issuer cannot avoid the restriction simply by paying another entity to distribute prohibited yield on its behalf. Other arrangements depend on their facts and circumstances, including whether payments serve purposes beyond holding or using a stablecoin.

Existing programs receive no automatic protection. The OCC explicitly declines to presume that rewards offered before the GENIUS Act comply with the law, and it provides no general safe harbor for rewards arrangements.

The agency said it would announce separately when it begins accepting applications and waiver requests. Its release leaves the application opening date pending even though the final rule’s effective date is fixed.

Bitcoin leverage grows during the rebound

Ted Pillows reported a 2.78% Bitcoin advance alongside 5.5% growth in open interest in a post captured early on Oct. 22 in India. His attached hourly chart displayed aggregated open interest in BTC terms, avoiding a dollar-only comparison that could rise mechanically with price.

“Long leverage is building up very rapidly here, and they should hope that spot demand remains strong,” Pillows wrote.

Pillows’ warning concerns the composition of the rebound. His screenshot establishes the reported growth in open contracts, while the claim that long leverage is building remains his interpretation of the market data.

Bitfinex had flagged a similar risk before the latest advance. In its Oct. 19 assessment, the firm described leveraged positions rebuilding as prices fell, with futures open interest rising 4.3% between Oct. 12 and 15.

The firm’s Oct. 21 update reported renewed ETF demand, including $526.7 million in net inflows on Oct. 19 and $23.2 million on Oct. 20. Bitfinex placed the average ETF cohort’s cost basis at $84,333 and said sustained inflows and stable leverage would support its bullish scenario above $84,400.

Looking at options positioning, Bitfinex put the Oct. 23 expiry at $1.23 billion in notional open interest, with a maximum-pain price near $82,000. Its update cited an implied range of $80,750–$84,650 into the weekend. The firm described a separate $11.2 billion monthly expiry on Oct. 30, following the Federal Reserve’s Oct. 28 policy decision.

    Bitcoin momentum improves below $86,500

The daily TradingView chart placed the Bollinger Band midpoint at $83,263.37, with the upper band at $86,267.57 and the lower band at $80,259.17. Bitcoin’s $84,539.61 reading stood above the midpoint but below the upper boundary.

Bitcoin daily chart shows BTC at $84,540 above its $83,263 Bollinger midpoint, with RSI at 58.26 and the upper band near $86,268.

On the same chart, the 14-day relative strength index registered 58.26, above its displayed moving average of 49.96. The RSI reading remained below the conventional overbought threshold of 70, although the unfinished daily candle left the final session readings unsettled.

Ali Charts named $86,500 as Bitcoin’s immediate target in an Oct. 21 post. His daily chart showed the rebound from the $81,000 area approaching $84,595, with the target drawn above recent trading.

The analyst said a breakthrough of his listed targets could carry the rally further. His Bitcoin target sits close to the daily upper Bollinger Band, though neither reading establishes that buyers will reach or clear that area.

Liquidation clusters remain on both sides of price

CoinGlass’s 24-hour heatmap showed a bright overhead band around $85,300–$85,500, with another visible concentration near $86,200. Below the latest price, prominent bands appeared around $83,600–$83,800 and $82,200–$82,500.

Those ranges are approximate readings from the heatmap’s price scale. The image maps estimated liquidation exposure, so its bright bands do not establish executed liquidations, guaranteed support or a confirmed direction for Bitcoin’s next move.

In a separate Oct. 21 assessment, Bitfinex identified $82,200–$83,200 as a developing cost-basis support area. The firm reported that the $82,224 cost-basis bin had gained 145,000 BTC, while the $80,353 bin had shed 62,000 BTC.
